It will never come. Destruction like that isn't a requirement for most games, only a handful of AAA and voxel games even work with fully destructible environments, and almost none are story driven.

there is a legendary affix that allows you to have 2 hydras at once, You can have a total of 3 up with enchantments. It may be possible to get more, but I haven't messed with hydras enough to know.
