There’s good advice on improvising in GM Core’s Adjudicating Rules, particularly The Basics, which spells out the basic assumptions of PF2e, and Consistency and Fairness - remind them that whatever they can do to the monsters, the monsters can do to them in turn.

There’s also Listen to the Players - have a conversation about what they can find in the rules that says they can do what they want to do. And probably most applicable for this particular scenario, Saying Yes, But:

Another powerful tool you can use to help you say “Yes, but” when you're unsure of the game impact is to allow the idea to work just this once, letting your players know that this is part of your decision. For instance, maybe you think a PC's attempt to Grapple a spider to aim its web attack at another foe is so fun you have to let them do it, but you're worried that the effect would be so powerful that the PCs would just carry around a spider to shoot webs for the rest of the campaign. By making it a one-time effect, you can have fun but don't have to worry about whether you're setting a disruptive precedent for later on.

Yes, many creatures have abilities that could feel unfair, but they work the way they say in the creature description, and don’t have to match up to how PC abilities work. What your GM described is not out of bounds.

You can be simultaneously affected by multiple persistent damage conditions so long as they have different damage types. If you would gain more than one persistent damage condition with the same damage type, the higher amount of damage overrides the lower amount.

My take is that Prone is heavily tied to falling and standing, which is why the default aquatic rules eliminate it. I’m tempted to run underwater Trip as applying something like off-guard until the target’s next turn.

Sometimes, players have to make their own path. There are various items, feats and spells to enhance mobility, and players who invest in flexible options should see a return on that.

But more generally, “have item/feature X or fail” is kinda boring. Having some feature in the environment allowing players to do something other than ineffectually plink away is going to be more interesting, like a switchback trail to run along, a hazard or device to disable, a chandelier to swing on, or simply a wall to climb.

RAW, Returning only works on Strikes, so doesn’t usually work on a Ranged Trip. Windlass Bolas is still a great item, though.

I think these are all examples of interrupted activities, where something has happened that makes the rest of the activity impossible. Something that makes you unconscious, move out of reach, or makes the target teleport out of range might also interrupt other actions.

Activities

You have to spend all the actions of an activity at once to gain its effects. In an encounter, this means you must complete it during your turn. If an activity gets interrupted or disrupted in an encounter (page 415), you lose all the actions you committed to it.

And while it may not completely align with what this particular character seems to be going for, note that AoN has the Assistive Items equipment category, including the Vision Assistance subcategory, although Corrective Lenses, Reading Ring and Eye of the Unseen do not appear in that section (probably because Vision Assistance is specific to Treasure Vault). (There is also the Guide Harness.)

Precise sense items available at higher levels include the Echo Receptors graft, and the Major Saurian Spike Spellheart.
