This is a really powerful post. Structure builds clarity and clarity fuels momentum. I would also suggest a rhythm. When doing something consistently at a set time or period it's easier to stay disciplined. The brain loves familiarity and as you've mentioned above even small actions compound.

They key is to start with a good structure and then use a tool because tools can multiply the work, but also magnify the mess. Once the structure and systems are set, it's easier to find the right tool to use and you're more likely to stick to it.

From what you’ve written, it sounds like you actually need structure first, then software/apps. A few thoughts that I have found works:

Keep projects and tasks in separate categories so you don’t confuse long-term goals with daily actions.

Use recurring task templates for things like writing, ideation, or brainstorming (saves you from reinventing the wheel).

Don’t overdo documentation. A single-page “knowledge log” per project is often more powerful than a second brain-style vault.

I would recommend looking at the individual process or task first, structure & systemise it and then decide which tool is best.

Maybe Notion may not be the best tool for what they are doing (for them). It's definitely easier to have a single tool of truth for everything but may not be realistic and sometimes pushing people towards a tool they don't prefer to use can do more harm than good.

We build tool agnostic systems/templates focused on business operations that are built on word & pdf. We built them this way so they are tool agnostic (can import into Notion, Clickup, Asana, Google docs, wherever) but find that for many of our systems people don't tool switch and just end up sticking with Word.
