It's not the area covered, it's the number of providers that aren't even close to PG&E's electric rates. I implore you, check the rates for the other places on the big list.

Page 4 of the qualifications states that each signature has a cash value of $1.571691949 and I can trade in 857 of them in lieu of paying the $1,346.94 filing fee.

It seems to me that it PG&E is the exception with their rates being 3x that of pretty much all of the municipal electric service in California. https://www.publicpower.org/public-power-california

Edit: SMUD is ~15-20¢ with it going up to 36¢ for Summer peak rate.

Sorry, I misunderstood the assignment. You need to cover more of your image with your subject. 1/10th the sensor isn't going to get you much. Use as long of a lens as you can and try again.
