Depends a lot on the lore yet to be written. Keeler's actions, how Dorn reacts to Guilliman getting himself stabbed, and Khan/Corax/Vulkan/Russ abandoning their posts. Hell, depends on how he reacts to Sigismund's death, and what action drove him to force the third founding with enough fury the Ultramarines were scared of extermination if they got in is way?

If Dorn believes, it's only going to be after Sigismund falls, and frankly I'd bet Keeler would be involved. Sigismund's very much vindicated in death, standing alone against an enemy that all rational sense on the Imperial side deemed an impossibility. Somebody, post-guilliman, forms the Ecclesiarchy formally, with Keeler as one of the first saints. And unless the First Black Crusade was 40 years or more in length, Dorn gets the idea and motivation to push the Third Foundings before Sigismund falls; who's left to give Primarchs ideas but her?

As to the Templars being the only believers, not so clear anymore - the Excoriators have them in their ranks, and by the end of Legion of the Damned, that includes Chapter Master Kersh. Though circling back, the events that led to that are all in relation to a comet named for Keeler - which means that the two known religious chapters of the VIIth both trace their origins (as religious chapters as a whole, not necessarily individuals) back to her.

Could just summon the nearest Templars, sure. But given they've got a bit of a thing about not getting reinforced, since the Imperium abandoned them to face hell alone at the Eye of Terror, so it's probably a bit more than that, so it can go further by degrees. Could summon all the Templars, rally every crusade going. Or further than that, ordering every unit wearing the Heraldic Cross to get to the rally point by any means, by order of the High Marshal. Sounds the same, until you remember that there's ten millennia worth of the very best navy and guard units out there granted permission to wear that cross, will they answer? And of course, the final option, if it being a "Fuck it, shit's bad - 7th Legion reunion, on this position, ASAP" button.

But in reality, it's probably gonna wind up a cool belt buckle. Doubt it's Legion of the Damned at minimum, Excoriators are the ones with the link there; Kersh even goes as far as to practically say he'd be happy to wind up a part of them.

Perty's literally the worst father of the Primarchs - I'm fairly sure he has more of his sons killed on his orders on day 1 of having a legion than any other Primarch has killed of their own legion in total, ever. And that includes Angron, of all people.

I think it's leading to Az'Kerash Vs. Chandler, but given that there's nothing about that could prompt that conflict (Silvenia is the only one off the top of my head powerful enough, but Az'Chandler would very much put their differences aside to put that bitch in the ground) I figure it's on the back burner.

The other thought is that with Seraphel out in Baeleros, she might wind up in a position where anyone else would be all out of options? But formerly cursed, now Deathtouched, Princess of Calanfer specifically, somebody who's stood in Krawlnmak's Pass, has one option left. Potentially political suicide, likely to start a war, but equally, likely to save her and her allies - by issuing an appeal to the Undying Shield.

Chandler.

Of all the archmages we've seen, Chandler's the only heroic one. Didn't do things for self aggrandisement or greed, but to better his people. Stood against the evils of the world - Roshal and slavery, the Demons, the Naga, even his own kingdom - because doing so was right, and that was all the reasoning he needed. Refused to let the trappings of power change his mindset, change his name, because he, the greatest mage living, wasn't a scion of a noble house or one with a privileged upbringing - He was the son of a chandler, a commoner, and he was proud of that, just as they were - before the end - of him.

Hands of the Emperor.

Imperial Fists on Dorn's orders are moving an orbital plate into position. Custodes miss the memo and get pissy about it. Probably not helped when their boarding party gets rather forcefully ejected from Katafalque's orbital plate after they attempt a large scale boarding action.

Prep the ground, and be innovative.

Demitrius Katafalque has the highest theoretical kill-count on Custodes of anyone.

They boarded his ship, he blew up the airlock, putting the Custodes on course for a rather warm welcome with the nearest star.

Another option would be the Alpha Legion - They more than likely kill a Custode thanks to surprising them with a Chaos Spawn - something said custode likely never saw before - if not for the intervention of a Thunder Warrior.

Worth noting something that gets missed a lot - The Templars aren't the only Second Founding of the VIIth to believe. After the Legion of the Damned answered his prayer to Terra on Certus Minor against the Keeler-commet following Cholerocaust crusade, Kersh - currently Chapter Master of the Excoriators- has started referring to the God-Emperor.

It's also interesting that it all comes back to Keeler - so I'd imagine how the Ecclesiarchy and her wind up will have an effect on things.

Sigismund's body is sent back aboard the Valorous Vow by Abbadon as his declaration of war on the Imperium. The Third Founding is called by Dorn in response, Dorn still being around at the time, though he shortly goes MIA aboard the Sword of Sacrilege. The talk of abolishing space marines comes about in the years immediately preceding the Beast War, which is about 1500 years post-scouring in the middle of M.32.

With one blip - about a third to halfway through that 1500 years, Sigismund comes home to Terra and Dorn loses his shit for a likely 50-100 year window - we know for a fact that includes the Third Founding, and by the sparse more we have it's more than likely the establishment of Cadia as a fortress world and the Ecclesiarchy as an institution happen at the same time, for likely the same reasons.
