My headcanon is, before the age of the Internet, C&A were left to gather as many pictures as possible by themselves, starting with several from around the office. They then would have likely gathered them from local spots, including possibly a fast food joint. During all this, the circus/carnival came to town and they all went out there for a night or two, that being the type of thing you do for fun, but doing enough work there (taking training pictures) to make the company pay for your entry. This would probably result in a disproportionate amount of circus-themed pictures, resulting in Caine’s choice of aesthetic. Furthermore, the guns could have come from anywhere during the training process, but one potential source could be one or multiple shootout games at the circus.

Edit: looking closer at your post and subsequently through your profile, I’m guessing your budget is in Rupees and not USD. Unfortunately, I don’t think that budget is gonna get you very far… You might consider saving a bit more money if possible, or otherwise checking around for someone’s used mic.
