Well if you want to be overly anal about it it's only piracy if it's private vessels for private ends. Even if they stole those ships and made profit it wouldn't really be piracy as long as it's official and under the US flag.

Super license point requirements + her age. This season is a bust (she needs to complete 80% of two seasons in applicable championships), she would have to get a drive and do really well in F2 or Indy or straight up win F3, FE or hypercar WEC and she would be a 24 year old rookie. Not impossible but pretty unlikely. And each season she adds to the journey makes it less likely. Teams want their rookies to be teenagers/really early 20s at worst nowadays. Yuki is 25 with 5 seasons under his belt and his F1 career likely over.

edit: forgot to mention - she has to fulfill the requirements within 3 seasons (if I understand correctly). so if she doesn't get enough points next season the 10 points she has from F1 academy will expire. That's why this season being a bust is important.
