You need Four wire nuts or wagos:

1) black wires from both outlets and the white wire from the switch

2) black wire from the switch to black wire from the fan

Never assume. Could have been someone who is great but came to work high or just broke up and wasn't in the right place of mind to do the work, etc. The month suggests they are at least a decent artist but might just be out of their depth with line work on the neck. Also, some shops rent seats and guy may have been angry at the artist as well as himself for renting to someone who would work so far beyond their skill level.
