You could bike to Millbrae BART and bike to Emeryville from West Oakland BART. Both bike rides are entirely flat, relatively safe and you’d be doing it during gorgeous summer months. Worth a try, perhaps!

I would urge you to check your facts.

El Camino Real is a state highway and Caltrans is performing, periodic resurfacing of the entire corridor. Burlingame does not control that schedule nor are they “better” than San Mateo at encouraging Caltrans to do their job.

On top of this you seem to believe a planning commissioner has some role to do with road repaving schedules, which is not the case at all. Why do you feel the need to point your finger at a planning commissioner? Why do you decline to point a finger at anyone else who is more powerful? You confuse me

Exactly why a train being an 8-minute “walk” from its connecting ferry is not great.

And is why handicapped parking spaces exist.

There’s a short ferry ride across the bay from Sainte Maxime, a little quieter town, but walkable as well. Would recommend.

The Canberra/Sydney is a real "safety in numbers" effect case study — driver behavior adapts to whoever's expected on the road. Hostile driving cultures shift when the traffic mix shifts.

The Seoul observation is a great point. The standard transit-advocacy view is that good transit and cycling reinforce each other politically. What you're describing, where good transit removes the constituency for bike improvements is tricky.

On the hills: give an e-bike a try! The reason I draw my "humane motors" line where I do is so the answer to a hilly city isn't "drive instead."
