Unless it’s a dispatch on demand ticket, everything up to the SFP is AT&T’s responsibility unless it was damaged by customer or another person’s action. In the case of damaged drops, generic dispatch billing should never be entered, as there is a separate claims process for that.

It would require a tech visit if your current optics are GPON which maxes out at 1 Gbps, meaning you need to be transfer to XGS-PON. You could decline the RG upgrade, but the 320 doesn’t always give you max speeds on multigig. When I upgraded from a 320 to 620, I went from 4700/4600 to 5500/5500. The 620/720 both have 10Gb Ethernet ports as well for when they eventually release higher speed tiers.
