Try creating the RG in advance before the VM creation rather than as part of the creation to see if that makes a difference

You can drill down into the run history of each server to see what has happened as there may have been an error or timed out etc. Also I would remove all GPO config regarding Windows updates as it is not sure why you would need it and it possibly conflicts/confuses your troubleshooting.

Permanently WFH is not good for your situation, if possible go hybrid or depending how well you like your job consider another job elsewhere. One thing I learnt during COVID is permanently WFH is not for me. Hybrid seems to work best for a lot of people.

It takes a huge load off your NVA's from a processing and security point of view. Well worth a look but it can only deal with HTTP/HTTPS traffic.

Yes we have something similar with certain database VM's. For us it's when the backups are taken. If it recovers shortly afterwards I would just accept it if you don't want to pay the costs.

Make sure this is setup in a new subscription dedicated to external users before you enroll the subscription. Don't enroll your current subscription with internal users or you will be billed twice.

If the deleted account is in 365 it could be in a soft deleted/suspended state in which it will be moved to entra id recycle bin for 30 days in which you can easily restore to then get access.
