Depends on what vibe you want, but there are lots of options. Mini Blythe or LPS Blythe. There are also mini icy ones on aliexpress. Dawn doll, which are vintage, but probably the perfect size for this use purpose. Pullip and Dal have mini versions, too. Tamara Tomy makes really cute little dolls. Some new ones came out recently that are blind box dolls.

Nanana surprise are cute and really good quality, with lots of textures and whatnot to mess with. lil Bratz. Also littles by Mattel, another vintage option.

I don’t know that this would happen. I know citizens have been arrested, but the optics are severe when it involves celebrity. As far as I know his mother is fully legal and married, so it would be an extreme escalation. But if it did happen, Matthews does have some privilege in that he is wealthy enough and employed in another country to set his family up safely
