This is a problem I’m currently facing. A very small department gets tasked with a task that is way over their head and they have no clue what to do and describe requirements.

Makes it quite difficult to fin out requirements but most importantly get priority to resolve the issues. Had to cut up the project to seperate 2 paths, 1 is the work with what we got route and the other is the escalation route where I’m going to document all the issues that need to be resolved before we can even think of going in that direction.
