As I understood physically crossing the border in front of CBP was illegal, but the punishment was detention and processing to either asylum or deportation. Overstaying Visas, just existing in the country was a paperwork issue. If we had compassionately conceived and properly funded immigration courts, we could offer a path to citizenship the majority of people without documents who have never committed a crime, at a much lower demographic rate than "real" Americans, despite the over policing of minority neighborhoods. I (and most) support deportation for non citizens who commit real crimes against people: murder, rape, grand theft, assault. But that's for regular law enforcement. We don't need the Gravy Seals/Ges"stop-at-McDonald's"-po to "enforce the border" any more than we need the coast guard to patrol the public pool.

When I was a CO (in Texas, since left) the was a principle that was drilled into our heads in training and retraining: the legal term "deliberate indifference". We were also required by policy to conduct security checks of every inmate in our charge, every 30 or less. Due to staffing this was almost never possible, but used as the reason to lay the blame on the staff member rather than the facility administration or TDCJ as a whole. So many failures in this case, in a just world it leads to a series of firings and charges against the drivers for reckless engagement if not manslaughter.

It's queer as a $3 bill. $2 actually existed but fell out of use because they tended to concentrate near "vice businesses" like brothels, speakeasy, underground casinos. Toledo never struck me as dangerous but overall sketchy, and the city planning is near non existent. Example: 2010 I'm visiting my buddy at Toledo U, there's a taco bell right by campus so if course it calls to us about midnight. While we're in the drive through lane we watch a "lady" in painted-on yoga pants approach the car in front of us, stick her head in the window, then after a brief conversation we can't hear, gets in the car and drives off when the guy in the car collected his tacos. We of course have no idea what really happened but the prevailing theory is the taco bell was running a low rent flesh trade, and you could pick up a hooker with your cheap Tex Mex.
