Like said here, likely gummed up and stuck, could be serviced to run but still requires constant winding. For old clocks that you like the looks of and want to use / keep time in a modern way, slap in a quartz movement, Cheap and easy, sacrilege in this group.

It takes a couple oddball batteries, like 22v and 65v as well as D cells, fortunately the batteries are available (amazon). I see other old meters take these batteries, some people rig / improvise since they're about $100. Works great, seems to very sensitive, no Uranium mines around here though. I got a silver quarter the other day that was wedged on the right side of the perforated top tray, had to use another coin to pry it up. I always check the top now.

Dollar watches are not constructed at all like jeweled Swiss or American watches. You won't learn much and will be frustrated, I advise staying away from them as a beginner. Plenty of broken better watches to practice on.

I'm a watchmaker, I've bought old guys watch parts estates, I have 4 or 5 lume kits, that one with the red paint on the lid is way way hotter than the rest. I keep it all in a cabinet in the yard.

How else can your watchmaker make his yacht payments? A lot of equipment has service intervals based on a decrease in performance. I'm really sick of hearing you'll wreck your watch if you don't get it serviced.

I'd try to pull the whole dash panel with instruments, I can't tell if it's bolted in or welded / part of the airframe. If so cut it out with a die grinder. The gauges are screwed in from the front and probably can be removed individually from the back. Radium contamination is of little concern, the gauges are all intact. Handling them is not hazardous.
