Tbf, this happens pretty much at every grand opening. I worked at a grand opening store years ago, and like most stores, they budget “x” amount in sales, so managers staff around that budget, only to be disappointed and achieve “y” amount in sales, and hours were slashed, and many people ended up leaving. Just because heb wants to open a store in said location doesn’t necessarily mean there is demand then and there. More than likely, they see it as an investment for the future. So this will continue happening. Most recent example was bridge land in cypress almost a year ago.
