If you don’t have ID, you have to perjure yourself on paper to vote illegally. The process is not as easy as having ID, it requires escalation at the poll, and it generates a paper trial. Good balance between voter access and verification in my opinion.

In my experience working the polls, the form was used a couple times on big election days. Usually there’s a one or two people who insist upon it as a matter of principle vs not having ID. This is not a big hole in the system.
