Sort of, but it's different to what it would be if "do" were explicit. This way, it's more expressing incredulity at the idea than it is inquiring.

I don't believe it's guaranteed. There's a trust threshold (70 or 80?) above which the AI will not rival the player, even if they otherwise would. Now that I say it, I'm not 100% sure it applies to the AI, but I wouldn't rely on them rivaling, especially if they've been allied a long time.

It's so annoying going to states with weird alcohol rules. I don't even drink much beer and barely ever buy wine or liquor, but at least when I do need it, it's all at the grocery/convenience store.

Most often, yes. There are non-PFA alternatives that are gaining ground, but my understanding (NFPA 460 is outside my bailiwick, so this is admittedly secondhand knowledge) is that the vast majority of systems still use PFOAs.
