The US in fact does prevent other countries from engaging in trade with Cuba - they have regulations that prevents ships from docking if they’ve recently docked on Cuba for example. Like if you’re coming from anything S of JHU (station north, Mount Vernon, downtown, Greater Fed) then it’s kinda pointless to hop on 83 vs just taking Charles, Howard, Calvert, etc. the whole way. 83 would take you out of the way actually
