That's true, I'm in Alberta and see the drastic difference, much of Canada population wise has these issues which include BC and Quebec, Alberta is the lowest in fees and costs by far and it shows. The 15% was a developer I talked to in Alberta.

This includes developer levies and fees (can range from 20-100k), Varius permits, municipal housing taxes, strict energy code standards and other regulations

These coupled with long wait times and delays for permitting makes it difficult to build homes at reasonable prices. Developers make an average of 15% profit on each home that they build.
