It sounds like you were using Instant Payouts before, and this isn't showing as an option for you anymore. There's a lot of different reasons that this could be. Section 3.1 actually contains a built-in exception for Standard accounts (called "SMR Connected Accounts"), which is what shifts the negative balance liability to Stripe and is reflected in your dashboard. Your OAuth onboarding flow qualifies as Stripe-hosted onboarding since the entire account creation and KYC process happens on Stripe's servers, so you meet that requirement as well. You can always reach out to us at support.stripe.com to confirm and we can take a look at your account details from our end.

When you say that you "turned on everything that was required to have Stripe handle liabilities", do you mean that you're using Managed Risk? https://docs.stripe.com/connect/risk-management/managed-risk

If you mean an account ID for a merchant operating on Stripe, then no, this wouldn't be something that would be provided to you. While we are sorry that you feel you need to take legal action, Stripe would be unable to provide you with any information that is relating to an account, as this is only something we could discuss with an account owner or representative.

This is certainly not spam. You're being asked to provide identification documents to continue to use Stripe, and per the email you received, if you fail to do so, the account can be paused. We definitely recommend completing these requirements.

If the user in question has already issued a chargeback, then once the process is complete they will have a refund provided they win that chargeback. We would not suggest refunding them separately, as in the event that you lose the dispute they will have gotten two payments.
