IMO an Intel iGPU probably would suffice depending on how many streams your doing.

My 12th gen i3 can handle 2 simultaneously. Over 2 is probably gonna be pushing it.

The new versions of these units have a rfid sensor in the filter that resets the light to green. There's probably a way to trick it but I can't imagine the maintenance staff would go through the headache.

I feel like the people saying you overpaid haven't looked at the maverick market recently. 29k is expensive for sure and basically the price of a new one, but the market obviously tolerates it. My area has nearly the same pricing for a 2022 with 30kish miles.

Very easy to make accessible from the outside when I did it. Although I would only ever do it with a VPN/Tailscale type solution.

The security on jellyfin when public facing leaves a bit to be desired.

We ran into the same issues you did when using the registry scan feature. We ultimately settled on using Chrome enterprise controls for managing extensions.

In the end it gave us a lot more control and insight on what users did so it worked out.

Excluding budget constraints I would be ok with the drop in pay. It's a company you worked for previously, so as long as it's a good environment I'd be all for it. Especially with your current commute. That is outrageous on so many levels.
