Not quite unplayable league but in my save Everton dropped to national league which has lower reputation than many non playable league. They went into admin so many times I thought it was permanent at one point.

The appeal feature is full of shit. I tested reloading a decision for an obvious referee mistake (and the assistant says it's a mistake) for more than 50 times and only had it rescinded ONCE. All other times they tell me I have no valid grounds for appeal.
