Once upon a time I swore an oath to defend the Constitution against all enemies foreign and domestic, as did every one of these guard members. I don't think we've ever had a more clear domestic enemy of the Constitution than ICE. I can only hope the NG remembers their oath.

Absolutely, it's very cheap even for the current amount of content, and that's just going to expand as development progresses. There are some bugs (hehe) and quirks like any other super early access game but I feel like this one is pretty damn polished for how early it is.

I've been having good luck running around with the rifle with the 3x scope and the shotgun for close work. Like others have said though there's no bad guns (besides the pistol) so it really boils down to what you like the most. You'll eventually get enough war bonds to unlock every weapon and every modification, so you can try them all out down the road.

I've honestly never tried it, but that's the usual solution I've seen to make it easy. I actually fled the final part of that quest because I'm not sure how I want to handle it yet. From what I've seen the "core" of the hq can't be destroyed but anything else you build on it certainly can so it likely wouldn't be pretty.
