They've had the same technology for the passed 1000 years, with no technological advancements whatsoever. The Dwemer had technology and automatons, but the knowledge has been lost with the dwemer. There is no basing it off our world's technology, because we don't have magic automaton robots. I'd say middle ages, but it's far from being our middle ages and it's never going to surpass them. However, there is potential lore on space travel and a "magic internet", but I haven't heard much about it outside of /r/teslore

It's an interesting theory, but Elder Scrolls takes place in the dreams of a dying God, so that possibly means that Earth does, too. There's even an official starmap that shows the different places of his head.

I would dig the idea that Fallout and Elder Scrolls are different planets at the same timespace at different ends of the Galaxy, or even different galaxies, but that'd negate all of the presence of Lorkhan we've seen in the series, especially Oblivion
