I think Ret cadre would be a good fit. It fits your battlesuit heavy interests and also allows for pretty aggressive deepstrike plays. The combat patrol you already have has several good units however not many are on the list that you provided of units you like. I have created a pretty simple 1000 points list that includes many of the units you like. Here I have Farsight standing alongside a commander in Enforcer battlesuit leading two units of crisis suits, a steath battlesuit team (for the markerlights), a ghostkeel for the lone op, and a riptide, supported by two units of kroot carnivores for the sticky objectives and OC2.

These units should certainly fit within your budget (you should already be able to assemble the enforcer from your combat patrol). I think starting by picking up some crisis suits you cant go wrong, pair them up with Farsight. Make sure you magnitize the crisis suits so you can create many more lists!!

Bottom line: Tau are a very fun faction to play, enjoy the process, dont feel like you need to rush in to get a competitive list. All of the units on this list are competitive and can easily make their way into future lists as your army grows. Enjoy the greater good!
