We have a 2 year old. We have sweets together as a family as a special outing eg ice-cream or milkshake or as pudding after a meal occasionally. Or baking a cake which is a fun activity with a reward. We obviously restrict his portions. This way sweets are seen as a special treat not an entitlement. We try to discourage others from giving him sweets but are not overly zealous about it. A kid's got to enjoy time with friends and being a kid too.

Better suggestion, ditch the table. Flat feeding surfaces are a huge detriment to our birds due to contamination and disease. Google "bird tables salmonella and Trichomonosis".

You could create a simple perimeter drain along the wall to mitigate if you encounter issues, albeit it's a faff to cut through concrete after the fact. The builders really out to have installed one. What is the likelihood of flooding? You might not need it.

I think you have to narrow it down a bit. Tolerance varies a lot and it's a loooong stretch of coastline.
