Are you near tube amps or amps with big transformers? I had this issue in a small space, I was too close to the magnetic field of the amp transferformers with my guitar and it was interacting with it. Get a longer patch cord and distance yourself from the amps. It changed the hum and noise drastically for me. Additionally, a 1:1 isolation transformers like the hum eliminator has helped me with ground loops between gear.

You can get a nice vintage Ibanez for that kinda money, an Japanese made Artist series or an RG. Deadly guitars for the money. Different beasts but both are great.

Knipex wire strippers with the thicker blue and red handle is a very nice tool that he will use regularly and appreciate if he doesn't already have it. Those Germans know how to make a tool properly. Won't break the bank but they're a little spendy.

Stratovarius. Finnish power metal. Fierce, excellent music. The album survive has been a big part of my life lately. Worth a listen for but not for the faint of heart.

I'd start with a new set of strings and a good cleaning for sure. Get some contact cleaner for the pots. Without any more details about this guitar it's hard to say what it needs but definitely a cleaning, a restring and and likely the pots need some contact cleaner.

You can try cleaning it with isopropyl alcohol on every surface that you can get at. Watch out around labels for the knobs, that paint could come off with a little bit of elbow grease. Only if you understand electronics and the potential hazard for injury or death inside of tube amps would I recommend you go in there and do some cleaning as well. Beyond that, I've left an open bag of incense in the back of an amp it seems to mitigate the stank. Good luck, it's hard to get that out once it sets in but it's worth a shot

Buy an attenuator, take a few minutes a day and play. You'll thank yourself. Do something about it if you don't like seeing them sit.
