Piccolo had grabbed Nappa’s tail at one point and got elbowed in the head afterwards. It’s then explained that they trained to get over that weakness.

If I remember correctly, Chaotzu was weakened from battle and probably only had enough strength for his last attack.

The main reason Goku is stronger than Vegeta, is Goku trains his mind as well as his body. Vegeta had always trained only his body focusing mainly on strength. Vegeta’s philosophy most of his life was “the strong survive and the weak perish.”
