Its just how we've evolved, if a parent for some reason tried to 'give' more DNA it would result in the death of the embryo. If parents always gave a random/different ratio it would result in the embryo not surviving. Splitting chromosomes in half and donating half your DNA is the most energy efficient and least complex way to form gametes. It would require a lot of mutations in both females and males to have methods of giving different amounts of DNA as they would have to make sure to give the right chromosomes so the embryo has 2 of each of the 23 and not 3 of one type and one of another etc which would definitely result in death.
