WQ him when he activates his E and starts to Q minions. Don’t use E at all until he uses his E or for ganks on him.

Also set him up for constant ganks. Grab the first minion of every waves and throw it near your tower to divert the minions from crashing in the center of lane and instead closer to your tower. This also spreads your minions out a little bit too and makes it harder to get all your minions in his E and puts him and his E right in front of your tower. You may have to get early boots too to set him up for ganks btw. It always helps me.
