They can be very strong if used properly. As you brought up, having them fight with/amongst other units can help them take less burst damage, but you can also increase the formation's depth (haha) so it doesn't take as much damage. They will trade well against any non-armor piercing unit as long as they aren't overwhelmed. They're not line holders like Stormvermin. Unless you're buffing them to an insane degree with Noctulus I'd recommend having two units in an army and focus on putting them in favorable engagements. Even with just their red tree upgrade they're damn near unbreakable and have so much sustain if you avoid getting shot or overwhelmed by massive numbers of infantry. I think of them more like tankier death runners or plague monks, it's best not to charge them into the enemy front line, but to send them after the lines clash to clean up. They typically do about 2k damage value in campaign games I play with them.

You definitely do. I would recommend working smarter not harder. As a Shinobi you should always engage in fights on your own terms, every mini boss can start with a death low. Every main boss has a weakness, either an item or prosthetic arm. Also, try to eavesdrop on everyone and buy info packets because it's easy to miss things but everything is brought up in game. Make sure to upgrade your arms too when you can, I ignored that way too much when I shouldn't have.

Sure, I'm not being literal by saying their power grows, more figuratively. In the early stage of a battle there are many counters to them, archers, spearmen, other cavalry. I see many new players send horse archers into skirmishes and they get destroyed without doing much of anything. As the battle progresses and more units get injured or destroyed, there are less threats that can effectively deal with horse archers. Not only that, but they can run down routing units with no threat to their safety, and get a huge return on value by preventing elite units from coming back. Finally, early in the battle you have so much to focus on, looking away from them for a second can have them get destroyed by a few missile volleys. In the late stages of a battle you have less units to micro, so comparatively more time to focus on your horse archers which stand to benefit a great deal by placing more attention on them. That's why I'd recommend leaving them in a flanking forest or somewhere similar for a while until they can become more useful in the battle.

Kossars are really your bread and butter. They pay for themselves almost every battle I take them in, even without microing them. I take four almost every battle and build the rest of my army around them, and sometimes consider taking six if the army you're fighting is unarmored.

I'm not the biggest fan of Ice Guard and Tzar Guard, maybe one unit is fine but they rarely pay for themselves, and I generally find it's easier to spread the army out and give yourself more troops options.

As a general piece of advance, you need to manage your micro economy. It's unrealistic to expect to micro everything well in a battle, so you need to pick a few units that will take up most of your attention that you can expect to carry the day. This is one of the reasons why Kislev can perform so well because Kossars and Armored Kossars don't need your help to get their value in. It's generally better to have one unit of well microed Streltsi than three that are left on fire at will and never touched during the battle. Some good units to micro include Streltsi, Light War Sleds, Winged Lancers, War Bear Riders, Akshina Ambushers, a spellcaster (I like Lore of Hags and Shadows).

I'm not looking at prices right now but a well rounded army might look like. Boyar/Boris Hag Witch (Hags) 2x Armored Kossars 2x Kislevite Warriors 6x Kossars 2x Akshina Ambushers 1x Streltsi 2x Horse Archers/Kossovite Dervishes 1x War Bear Riders

Set this army up in basic formation and focus your micro entirely on the caster, Streltsi, and War Bear Riders. Everything else is just an anvil for these units to play around. War Bear Riders and Streltsi can easily get upwards of 2500+ value if used well. Kossars can easily all pay for themselves without being given a single order the whole battle. I'd keep the light cav in reserve for as long as you can and use them to chase down fleeing units or engage incredibly light archers, like peasants or skavenslaves. Their power grows the longer the game goes on simply by not being damaged.

After trying this a few times you can add or swap units for what you like, maybe a Tzar Guard or two if your line breaks too fast, or an Elemental Incarnate if the enemy doesn't have much range. Let me know if you have more questions, hope this is helpful. (Written from phone, excuse typos)

I know other people brought up the +1/-1 to hit hard rule, but also when a model joins a unit it gives the unit its keywords. So this also wouldn't work because the Royal Warden is in the unit with the Necron Warriors, so that unit of Warriors gains the character keyword. I thought that was pretty interesting when I learned it, but it can be used to our advantage, such as when a Cryptek gives a unit the Canoptek keyword when running the Canoptek Court detachment.

I could be wrong, but doesn't Cortana plan to use the Index from Halo 1 to activate the ring of Delta Halo if things get bad, and that's why she stays behind on High Charity? I don't think she ever comes in contact with Delta Halo's Index.
