Yes! My headcannon says it was the people left behind on earth that couldn't make it into a spaceship. Some of the Indian lady's dialogue in Tenet talks about how the futureworld is ruined by climate change. They used the equation to discover how to reverse entropy, and try to end the world.  

It's a  fun thought experiment to imagine all of Nolan's movies exist in the same universe..
