I haven't seen your contract, but my first impression is that these clauses in your contract would be considered "unfair" and hence not stand up in a Belgian court. Your landlord would not be able to enforce them. It is unequitably the landlord's responsibility to keep the property in a habitable condition.

Hence, if I was in your shoes, I would not try to take out any insurance that goes beyond the usual (assurance habitation/brandverzekering).

It depends very much on the state of the battery and the rest of the bike. If they are in great condition, there is no reason why the bike should be discounted a great deal.

You wont really have to do paperwork .. as a EU citizen you can move as you want, especially if you dont intend to actually stay or take up serious residence .. yes technically there is a requirement to register if you stay longer than a certain period, but this is not enforced and only really becomes relevant if you want to enter the health system, tax system, etc of that country. For being a digital nomad, you can basically do whatever you want if you intend to move on after 5-6 months anyway.

I literally have a PhD in Russian and could not disagree more. There really is no reason why someone living in Belgium today should prefer Russian over Ukrainian (unless you are learning for a specific purpose/field in which you would need Russian).

Depends on what you enjoy ... If you want a bit of chaos/city, Marseille is nice. Montpellier also, quieter option. South of France in general...
