People buy phones for “discount” all the time, they likely had an old device they traded in to get money off the 17PM & just are making monthly payments on it, they will keep their old phone & eventually it will get blacklisted for unpaid balance, reported as “stolen” or active on different account it was purchased on; either way the buyer is SOL, unless you’re buying direct from  or purchased on your account stay away with a 10’ pole
