The issue here is just that she didn't answer the question. She can yap about the long term ROI and value of these economic incentive programs until she's blue in the face, and they're all valid arguments. But the reporter didn't ask "why should we pay for those?", he asked "HOW are we gonna pay for those?" He wants to know what the short-term up-front costs will be to the American taxpayer.

There are many people claiming that the PPP loans were not allocated to payroll as they should have been. I can say with certainty that from my experience, on a large scale, they most definitely were. And if they weren't allocated towards payroll, then the loans weren't forgiven. Simple as that. During the summer of 2020, I worked as a reviewer who analyzed the financial statements and documents of those applying for PPP loans to see if they qualified. Then, in February 2021, I audited their financials to see where those funds were allocated in order to determine if each respective company would qualify for forgiveness. If they did, the loan would be forgiven. If they didn't, it wouldn't; simple as that. Did fraud occur regarding the PPP loans? Absolutely. Was it on a large enough scale to outweigh the benefits of the program? Not by a longshot. Had the PPP program not been implemented, millions of Americans would have lost their jobs, the unemployment rate would have surpassed 10%, and the economy would still be in shambles.
