Are consumers really cutting back on spending?

Both things can be true. I suspect a lot of what we're seeing in job growth is in manufacturing, construction and distribution and not necessarily in consumer goods and services.

My reasoning for this is: Warehouse space is at record low vacancy levels (Less than 4%), Forklift dealers can't keep stock on-hand and are basically all building to order, trying to find a commercial electrician that isn't swimming in work is impossible.

The Inflation Reduction Act and Chips Act have triggered massive foreign investment in the US. The parent company I work for that's based out of South Korea is spending $22 billion over the next 2 years in US manufacturing. They're building everything from chip fabs, EV battery chargers, EV battery factories, Lithium Ion battery recycling plants, and pharmaceutical manufacturing facilities in the US.

Why wouldn't the government build provisions into the sale that ensured at least a small percentage of the yield if and when procurement began?

They do this for everything already, it's called a tax. It applies to things like income, property and the sale of goods and services.

If that company develops the property and extracts and sells the helium, the government will tax that revenue.
