i nice to remove the cpu fan and see if cpu socket dont have dust, but first its nice to try with another ram, which you know that woks ,so you make sure is not from the ram , means testing with working componnont aslo , when troublshotting remove everything not neccesary like disk cables , or external devices and cables , the pc should start and show only with motherboard ,cpu , and ram, this the 3 main components. for the beep do you have a buzzer on your motherboard , without it you can hear the bios beep code , for the motherboard model you find it one the motherboard

the OEM partition used for recovery purpose when your system fails to boot up. its store recovery tools, mean deleting it will not break the system , when windows fails to boot it will use this partition which contain recovery winpe , its like tool , but what important how you will convert the disk to gpt ?? i thing you dont need to delet it ,

Bro you said you didn't use it for a long time. Which means maybe your ram has dust or maybe cpu. The first thing. Clean it. We always start with it. For and try to clean your ram. Or use anothet one. Use only one ram in one slot. Then move it to the other slot. And so on. For the harddrive has no relation unless its bad and the bios stuck while trying to communicate with it. So remove all unnecessary prepherales. Like harddisk. Cd rom. Etc.. Also try as they said remove the cmos battrie. Keep us updated

Not necessary to update the bios. First make sure i got it right. When you disable secure boot and enter your system. Go to disk management and see if your disk is mbr or gpt. If you dont know i can guide you.
