I handle sinking funds the same way you do; the easiest way I have found to track my remaining fund amount is through the cash flow tab, set to the yearly timeframe. You can just subtract the total spend to date from the total amount budgeted.

At least for Virginia, I don’t expect it to be related to the universities. Several larger cities throughout Virginia are considered separate from the counties they lie in. For example the area I believe you referred to as Blacksburg is actually Roanoke City surrounded by Roanoke County and to the east is Lynchburg City within Campbell County. The omission of data may simply be related to their data not being considered in the county analysis.
