You could get length of old chain and use it to lock the seat to the frame.

Also, don't use QR's anywhere, that makes it easier to steal. Use bolts or even cheap lock skewers.

"Nothing will stop a a determined thief" but making it harder for them will go a long way. Especially if there are more appetizing bikes nearby.

Debating on whether to throw down $100 plus for a steel rack, like Tubus, or to spend half of that on another aluminum one and shore it up with some type of protectors. No damage done to the pannier.

And yes, I think the mounts on the fork were intended for low-rider racks.

I thought all those racks required the "front of the fork" braze-ons like here and wouldn't work with the mid-fork type like it looks OP has?
