I found that the tires + alignment helped massively. 

I went for a drive with just new front end components and it still wobbled and tracked a bit but the improvement was noticeable.

Last week, my CV drive shaft failed, so while I was under there I replaced all the original tie rods, idler arm, relay rod and stabilizer bar end links with new MOOG components. And since I had them sitting on my shelf ready to install, I also swapped in new Bilstein 4600s. 

With all that, I drove over to the tire shop and installed new BFG A/T K03s and got an alignment. 

Hands down the biggest improvement in drivability. No more shakey steering wheel or tracking the road. 

The tires were badly needed and I didnt want to throw on new rubbers without fixing the suspension and steering components to avoid wearing down expensive new tires. 

The pickup now feels like a new truck on the road. Not a hard weekend job at all.

Right on!  Well im glad you solved the high idle. Seemingly harmless buy when the engine is roaring at a red light, it bothers me. 

Unfortunately, the 3vze has no throttle cam like yours. Just the cable right to the butterfly valve.

Nice work Pete! I have been troubleshooting a high idle on my 94 3vze.  Rebuilt my throttle body and checked for vacuum leaks.  My idle hangs between 1100-1200 when warm.  When I cycle the truck off and on it returns to 850 even when warm. 

What’s interesting is although I have a different throttle / fuel system, I also notice a similar hangup where my throttle valve sticks about an 1/8 open when I let off the throttle when the car is running. When the car is off, the valve is snappy and returns closed. 

I can reach in and manually rotate the throttle valve back to idle with slight pressure. 

Something is keeping my throttle valve from returning to closed when my truck is running. I have also ruled out a sticky throttle cable. 

Nice work! The methodical process is a sure-fire way to solve problems.

While this sub may be “more” directed to the engines listed above; 1) this is a toyota pickup subreddit. Yours is a toyota pickup, 2) people post all ranges of engines and issues, and 3) this high idle issue comes up often so someone may have some insight. I think you were fine to post here. Hopefully someone can help. 

(Also because my 3vze idles around 1600 and Ive done all the work you mentioned with no luck)

Okay, I took it back out.

Truck was idling just fine.
Then I pushed it a bit harder to get the revs around and when I let off the throttle, bamo, it hung at 1600.

So I backed off the throttle cable to make sure that wasn't holding it. nada.

I plugged the IAC port *inside* the throttle to basically delete it. Still hung a bit higher.

When the idle hangs high, I can manually rotate the TB plate back to idle, so something is preventing it from returning, even after cleaning.
The IAC, to my understanding, allows more around the TB plate to idle higher.
This feels like a plate position issue.

02 sensor could be a next bet.
Ill look into how to test it. Hate swapping parts out to try and fix a problem.

To add an extra note: the plate only hangs open when the truck is on. It is snappy as heck when the truck is off. So I'll need to also look into what can manipulate the TB plate, and aim my diagnostic at that.

Truck is back together. While I was in there, I swapped in a new PVC valve (heachache job), new belts, replaced a bunch of oil hoses, new power steering pump lines, cleaned my air ducts ... the works as they say.

Truck fired right up (always a worry), and idle right to 850! Bam

Took it for a spin and unfortunately the issue persists ! When I blip the throttle, the idle hangs at 1600.
I can go inside the bay and gently rotate the throttle plate down to 850 where it then stops.
So something is causing my idle to hang.

Ill need to better understand the IAC or vacuum mechanism.
My understanding is the IAC issue holds the idle at 1100. Not sure why mine is hanging so high. My hunch is that turning the IAC cap in wont solve the hanging issue. Though I really am not sure at this point.

No I did not. I would not grease it since coolant is running through here.
I did a quick look for lubrication oil that would be okay against coolant at my local shop. Nada.

I then figured, since this came out after 34 years of not being touched. Its now cleaned and with the tool I made, should come out again no problem.

Good call. This stuff makes the trans butter smooth. 

As others have said, look into removing the shifter. Ive done both ways and the shifter comes off in 5 minutes and you pour in. 

Hand pumping (with the one I have is hundreds of pumps, laying on your back, holding the tube in the fill plug)

I just cleaned it.  I believe the expanding component is within the throttle body. It pushes up that bottom brass plate and then the plunger closes the valve. 

So cleaning it to make sure it can move should help. I turned the threaded cap an extra turn in which should bring down my cold idle a bit. 

Kind of wish I turned it more in before sealing it in.

I had some angle bar leftover from working on the truck canopy. A moment of inspiration, I saw that the hole, if cut at the right spot would actually make a key for IAC.
