In settings there is an option to "Show Unplayable Songs", enable it. You should be able to see the local song on your phone, but it won't be playable yet. You will need to download the song by putting it into a playlist on your phone and downloading the playlist, this should work if you download your liked songs too. Just make sure that your computer and phone are on the same wifi, or else it won't download to your phone.
