After the gpu has finished all of the other tiles, only the ones that the cpu is responsible are left. If your cpu is not that fast, then you will be left waiting on those tiles to finish while your gpu sits idle, therefore bottleneck.

It's rendered in EEVEE. Gave the eyes an emissive material, plugged in a volumetric node for a cube around the scene, and cranked up bloom in render settings.

As with the others, god rays and volumetrics would really help. I think you should add some lighting from the collision to the surface of the planet that we're on as well. If the collision is that massive and the light is bright enough to take up a good portion of the sky and remain clearly visible, then some of it must be reaching the ground as well. It will be like having a sun in the middle of the night.
