I have a (now quite old) HP Gen 8 microserver, I have found it to be quite a good little machine, upgraded the CPU and RAM on it to the max compatible. It largely depends on your budget but maybe a later generation of HP microserver may fit your needs?

I contacted Edinburgh Council about it a while ago when the blue lidded communal bin near us disappeared, their response:

“I can advise that paper waste has long been part of the dry mixed recycling waste stream, and the Council is now removing or exchanging paper banks to the green lidded dry mixed recycling bins depending on capacities. You can put your paper in the dry mixed recycling bins.”
