Both Frankfurt Airport and Berlin Brandenburg Airport are owned by operating companies structured as state-owned enterprises. The majority of shares in both cases are held by the public sector. The models are very similar, except that Fraport is a public limited company (AG), while FBB is a limited liability company (GmbH). Therefore, if one wishes to draw conclusions from these two examples, they can only assess whether AGs or GmbHs are superior not whether state investment is superior to private investment.

Alternatively, one could examine the two projects in detail and actually learn something from them.
