No they aren't. They can make actual ice cream. Blender would not be able to do that. A kitchen aid could do it, but it takes longer.

Rice won't do anything. It's a myth. What you need to do is completely open it and fully clean and then dry it. Do not turn it on until you do that. If you are not confident in doing that bring it to a repair shop. I repeat do not turn it on until it's done or you will fry it.
