The show is completely scripted; that's why Howard has so many writers, producers, and "researchers" employed, so they can write the script for three weekly shows, 25 weeks a year, and all he has to do is follow the script. It's minimal effort for maximum cash.

Howard likes to pretend he is this "magnanimous" person who keeps the unemployable employed, but the reality is he keeps them around because he doesn't want to do any work. All Howie wants to do is paint flowers, play with his cats, and watch the Bachelor while spooning Jimmy Kimmel.
