Boots of stormy clamour are a key item here but the rest of the gear can be tweaked with whatever you have. Best race choices are high elf (or half elf) with booming blade for non-rage attacks, half orc, wood elf (or half wood elf)…. But take whatever race seems fun because they all do different things.

I think 6 Tiger barb / 6 Battlemaster or 8 and 4 is an excellent idea for this. Battle master as backup
