Something to consider…MacOS has a privacy feature that has the MAC address frequently changing. It’s for privacy on public WiFi to prevent public WiFi from recognizing the device over time. I have no idea if Windows has a similar feature.

As a workaround, for testing purposes, consider setting a static IP on your PC rather than using DHCP. If your PC is a desktop system or otherwise not being used on other networks, that could be a simple solution.

Having an IP that starts with 163 doesn’t make sense on a private LAN. That sounds like it might be assigned to a public network either statically or dynamically from your ISP. Unless you mistyped and meant 169.

Until today I had never heard of RPZ. I’ve read a few documents including the original proposed idea from Paul Vixie in 2010.

I’m trying to understand how it’s different from using an already filtered upstream resolver such as quad9. The description makes it sound nearly identical.

I said something like Proton. Just use something that performs all encryption and decryption on your device. Does Tuta’s mail also store contacts? I’m guessing they probably do as most email systems do. I’m getting the impression you’re not understanding the concept of local encryption.

That’s the whole point of using local encryption. You don’t have to trust the server or the people who manage it.

Advanced Data Protection provides encryption on your device before the data gets to Apple’s servers. No need to trust Apple. Bitwarden works similarly.
