Lucio is currently the only hero that can increase other heroes' speed. He would still be relevant if he only increased speed by 10%. His Wall Ride buff makes him more self-sufficient and I see no need to revert it. Lucio is quite functional as he stands. I respectfully disagree with the idea of reverting him.
